The Battle of Barrow Downs
It was with characteristic speed that the mysterious men of the north moved into the Barrow Downs. Out of the sudden, the rangers of the north had begun to move with great vigour again, as if they were inspired, or forced into action by greater threats still. Under the leader of the one the peoples of Eriador only knew as Strider, three companies of rangers started purging the graves of the old Dúnedain princes of any trespassers that would dare defile them. The corrupted hillmen that lived there and the orc bands that roamed there were driven from the graves with a fierceness they had not encountered in many decades.
However, their corruption did not mean they were weak. For every grave and tomb the rangers had to fight fiercely and only under the leadership of Strider did they avoid the many ambushes the hilly landscape allowed. In the end, only a handful of rangers fell, and those that fell were buried among their princely and noble ancestors. It was a small price to pay for reclaiming the honour of the Dúnedain and finally ending the scourge that had harassed Bree for so long. As a sign of respect for the kings of old, Strider swore to their vengeful spirits to try and restore Arnor to what it once was.

An Emissary from Isengard Arrives
Thirty men approach the camp of the Rangers in South Downs. They are Dunlendings in the service of Orthanc, girt in mail and bearing battle axes. The man in the middle sports a great beard and has a mass of hair coming out from under his helmet. An open, upraised white hand is blazon on his black tabard.
When brought before the Captain of the Rangers, named Strider, one of Dunlending guards pounds his shield with a fist and shouts, “Here is Yagthak, Chief of Dunland, and Vassal of Saruman the Wise.”
Yagthak removes his helmet. “I have come in peace to make the People of Eriador an offer,” he says in very bad Westron. “Dunland and Isengard propose a trade agreement with Eriador. Your merchants will be welcome and protected at our markets, especially if they bring grain and fruit from Breeland. In exchange, our traders will bring your people coal and various manufactured goods. Would the lord, or lords, of your lands agree to such a treaty?
“Furthermore, I wish to inform you that I promise not to attack any regions of Eriador. The men of Dunland have no quarrel with the peoples of Eriador. However, we want assurance that the Men of Eriador, especially you, the wily Dúnedain, will not attack the Men of Dunland. Will your lord, or lords, guarantee this, Strider?”
Proposed Treaty Isengard and Eriador establish trade (+1 wealth for each)
Isengard and Eriador establish non-aggression
If I can only propose 1 treaty to a faction per turn, I propose trade.
